The biggest challenge for the steel producers all over the world is competing with China. China is capable of producing & supplying steel to half of the world. With excess capacity of more than 300 million tonnes per annum no steel producer will be able to sustain the losses & compete with China. China is producing & supplying steel at 70% of the cost of other producer. The only way is reduce steel production in China say approx 500 million tonnes per annum & allow other steel producers to survive. The Govt of India & other countries have to find a way out to grow & produce the required steel in the respective countries.
The govt policies should make available iron ore at minimum price. Only the steel producer should be allowed to mine the iron ore & royalty payment to govt should be based on steel production by the individual owners.
Effective utilisation of Low grade fines
The low grade iron fines needs to be beneficiated. It requires larger area & creates pollution. The government of India should locate one or two the specific area in each iron ore rich states like Orissa, Jharkhand & Karnataka, instead of allowing small beneficiation plants to come up in number of places.
Government should extend support for installing high capacity (8 MTPY to 10 MTPY) beneficiation plants near to the mines. Proper care should be taken for the disposal of tailings without affecting environment.
Since, installation of the high capacity beneficiation plants required larger investments; only Public sector units like NMDC, KIOCL etc. or Private sector like JSW, ESSAR etc. should be given the permission for large scale beneficiation plants.
Utilization R &D
Technical expertise of R&D institutes like IMMT, Bhubaneswar should be effectively utilised for finalizing the most efficient process flow sheet for the Iron ore up gradation and value addition.
Government should start centralized research units for maintaining the most effective operational parameters in the plants operating throughout the country and to minimize the wastage and increase the plant efficiency. This will help in effective utilisation of the natural resources.
Government should lay strict norms for best utilization of the natural resources. R & D institutes should be involved for tracking and guiding these norms. This shall be the only way to accomplish the commitment agreed by India, in reducing the carbon foot print and green house gases.
Make use of Indigenous Know-how
Government should make use of organizations, who are well experienced in processing the iron ore like KIOCL, NMDC etc. KIOCL has built and operated 7.5 MTPY low grade iron ore beneficiation plant and 3.5 MTPY pellet plant and has full knowledge of building and operating such plants.
NMDC is handling successfully Iron ore mining and beneficiation for decades. Indigenous equipment can be developed by involving manufacturing pioneers like BHEL & BEMEL for use in such mega agglomeration plants. This will give boost to the concept of make in India concept and substitute import of such equipment which is the now in practice. This will also boost the R&D in the sector.
